Not really sure what so hard abotu achieving that goal.
It's not inherently impossible, but for how videogames have been presented so far (for the most part, anyway) there are a lot of obstructions they have to go through, before they get to the consumer.
In each of these steps, you lose some artistic vision.
It's not something exclusive to videogames ofcourse, every massmarketed product has to go through this, but i see videogames as the worst offenders (compared to books or cinema) as they yet have to offer something really compelling in this sense and branch out more.

When i look at the Last of us screenshots and read the bulletpoints, i think it'll be a cool and fun experience to enjoy, but i'm not seriously thinking that the game will be able to profoundly shock me or move me as a person, something that an artistic product dealing with such themes, should be able to do, to a degree.
Ofcourse, all is yet to be seen, and i'd be more than happy to be surprised by this, but i just don't see it coming, is all.
So far, videogames are more concerned with being exciting and cool, than to "
say something" (and that's totally fine, btw) and whenever someone hinted at trying something like that (David Cage?), it has been quite the disaster.
There may be a few minor examples of the contrary, although i can't come up with a name myself.
