If that is true, it would be the only positive thing about this (very) annoying meme : if everybody use "le" without knowing its meaning, it would ruin the whole pedophile identification system.

I doubt the police would be able to track any occurence of "le", or even use it as a viable reason for action. On the other side it would make it harder for pedophiles to identify each other and exchange material.
Anyway I don't really believe the original explantation (and as a French speaker, I'm aware that it means "the" and that makes it even more irritating, especially since it's never used correctly), it was just a random comment.

It was a search term used back in the day on Kazaa etc. for child porn apparently, there was an image of a photo-shopped golden Ray Ramano that used to pop up on 4chan and the like
