Your formatting is incorrect, you need to switch the PSV and PS3.

Is there a way to know when NPD won't be released on the 2nd thursdayh of the month? I know it happens sometimes, always throws me off.
The linked Google Sheet in the OP gives the periods. The second Thursday after the ending Saturday is the date the data comes out.
As jvm said, the default is second Thursday after the end of the reporting period (not the second Thursday of the month). When it's changed in the past, it's either been for "software upgrades" or sometimes if there's a Federal holiday that week. We'll sometimes get notice about a delay beforehand but not always.

The 70k WiiU/35k Vita predictions probably mostly come from people who don't take into account the number of weeks counted and just use the previous month's numbers as a baseline. I'd be surprised if Wii U did below 80k this month. 100k seems pretty unlikely but who knows.

Weekly average is almost always lower in March compared to February and one week more typically isn't enough to offset the drop.

The idea is more that those two platforms are about as low as they can go for a weekly average I don't see the Wii U dipping below 16k per week this month nor Vita below 8k. Wii had some software releases which while niche, should cushion any fall it might have in its current position.
