I find that hard to believe. Just like in movie making there has to be someone who is overlooking the creative progress, giving direction and advice and deciding what is to be used and what not. It would not be possible to make a game otherwise. There just has to be one or two people on the top to say like "Ok, this is where we have to go." Otherwise the whole process would be a mess. When you have 100 artists working on something you won't get everyone to agree on everything.This varies quite liberally honestly. Many directors get shot down or even flat-out ignored by their team. I don't think Mikami is one of those, though. His team are pretty dedicated to him, to the point where they left CAPCOM to follow him.
