Well, all of the trailers they released so far seems to imply exactly this being a thing. This version of M mentions that MI6 gone soft and even acknowledges that Bond's attitude to rules and authority is one of the reasons why she wants him in 00 program. Everything so far seems to imply she wants people who will get things done and follow their instincts rather than red tape guys who blindly follows orders

I'm of the opinion that this game is gonna be good in spite of the 007 IP, not because of it.

It seems only the first mission is playable without the day one update. Excited for reviews (likely) dropping on Monday
