Android has almost two times bigger marketshare in US than iPhone (44% vs 23%) acording to NPD in 3rd quarter of 2010, so Apple would have to double sales of its handset to even win the US market. I don't really see it coming true even with Verizon on board.
And its not like Apple has the same policy with sticking with one carrier in other countries as it has in US. In Poland (which I happen to live) iPhone is avalible in each of 4 major carriers and from what I know its also sold unlocked in some other EU countries.
The selection of Android phones on the other hand is not as good as it is in US. There is not Droid 2 or Droid X, no Samsung Epic or Evo 4G (there is somewhat similar HTC Desire HD but it was released just recently).
The other thing to bear in mind is that Apple aren't necessarily interested in being no1 in marketshare. If it was that important to them they could have indulged in a price war or introduced an iPhone mini - like an HTC Wildfire type device but running on iOS. For Apple it's all about margin, product design and brand value. Apple won't risk diluting the power of the iPhone brand by flooding the market with iOS devices to cater to all needs.
When Apple do make a deal with another network in the US expect them to be incredibly agressive in terms of that contract - Apple will want a long term commitment and a large chunk of the networks acquisition budget - that means less money for companies such as Verizon to spend on Android and future Windows 7 handsets, thus squeezing the competition before the consumer even has a choice. It's how Apple do business.
