Could try calling AT&T, but I doubt you get a straight answer.
Hmm, when I go through the checkout process it gives me the option to upgrade my current line.

Ah, I see. That $89 price is for new customers only. To upgrade as part of my family plan I'd have to pay $165.
Still, beats the pants off of $199.
