Actually it's the truth. Bacteria very rarely exists on a bar of soap. It exists in the bubbly/slime that may be on your soap dish, holder, or on the surface itself if someone just showered, but a quick rinse under your shower water and it's literally gone. It's just too inhospitable of an environment, especially if it dries completely before the next use. Several studies have been done where researchers even put E. Coli, and other bacteria on soap and told people to wash their hands with it. None of them tested for any trace of the bacteria on their hands. Definitely some false fear mongering going on. Whereas, bacteria love and cling to plastic surfaces. No matter how well you rinse your loofah or scrubber, there are still dead skin cells and organisms growing as it dries in a humid environment. The very next time you use it, you're just spreading it all over your body. That same bacteria is also what starts to degrade the plastic itself. Ever seen your loofah start to get thinner or ragged if you don't throw out? It's not just because you use it all the time.
People recommend replacing loofahs and scrubbers routinely, either bleaching it, microwaving it. Think about how wasteful they are made of plastic or rubber components. Think of all the people who don't recycle their body wash cartons that they probably go through every 3 weeks or a month if they are using it daily.
Now there is nothing wrong with body wash. But to say it has any clear benefits over a quality bar of soap are negligible in terms of actual cleaning. We came from living in caves and jungles, never bathing, and now some people are worried that because they washed their balls with a bar of soap, they're going to die the next time they use it.
Google it yourselves as well, bacteria on a bar of soap, bacteria on loofahs, scrubbers, etc. If you use just your hands to apply body wash, great, but wouldn't the bar of soap be better then? Same cleaning ability if you get quality bars, but not only will they last longer, but because it's a tangible item beyond your hand, you can actually scrub better.
