It's my understanding there's very little a developer can do on their side to choose which GPU the operating system and driver decides to execute a game on and it mostly came down to the GPU vendor recognising your exe name in the driver. There is a GPU hint value devs can set, but it's is notoriously ignored on plenty of systems.
