I am not an expert by any means, but I am kinda thinking if the bag in the picture WAS the bomb, it could have shifted during the course of the explosion maybe? Depending on how the actual bomb was situated in the bag.

Ingestion is significanly less dangerous and requires a larger dose to reach lethal levels of toxicity. I assume that the letters were coated in ricin in the hopes that they would be handled and then the handlers would eventually ingest some when eating lunch.
