One important factor that I haven't seen addressed, load out.
Does Chief have access to all his weapons and skills? If he gets his entire catalogue to choose from then it actually seals his loss because that hives Cap the access to Thor's Hammer.
Lets remember Captain is recognized by the hammer, Thor, and Odin as having the right to use it and had done so in the past.
So if Chief has everything then he's not just fighting Cap, but Captain with the power of Thor.

If you do, then you need to allow Cap the same thing. To Cap the Hammer is no different then Chief grabbing a Plasma Sword but one turns the the wilder into a near invincible Thunder God.

The ONLY thing you do by giving Chief an Array is insure he losses because Cap won't be caught by the radiation and he would destroy the unit before Chief can fire it.

Not that Thor needs it against the array. He is immune to pretty much anything like radiation or outside influences to the body.because Thor has FTL reaction times, and the hammer can absorb energy as an area attack?

It doesnt matter what he is proficient with. Cap is skilled with almost every weapon known to man, but that doesnt mean he should carry them and have infinite ammo.Then what does MC have? Although I'm not clear on why this matters if cap can supposedly dodge all bullets or something. I guarantee you there's 500 comics where he takes hits or gets caught by surprise or a regular Joe lands a punch on him, but whatever. Cap can have a sidearm sure, but a .45 pistol isn't going to be very effective in this fight. I'm not even sure if two or three full magazines of it would be enough to drop his shields. I'm not sure if they could even penetrate his armor, unshielded. The "pistol" in Halo is some ludicrous .50 magnum slug or something and the standard AR actually fires full power rifle rounds (if the people who made Halo weren't dumb-dumbs they would realize that it's not an AR at all, it's a Battle Rifle... but then they already have another thing they call The Battle Rifle), but takes like 12-15 hits to drop shields.
