Sometimes you really want to love a character, but the abject awfulness of their design gets in the way.

My top three:

Selvaria Bles from Valkyria Chronicles. Actually a great antagonist. Maybe don't hire the porn guy for character designs next time.
Looks less ridiculous in the remake and in game. Looks equally ridiculous in cameos

Fran from Final Fantasy XII. Great game, great character, what the fuck are you wearing?

Camilla from Fire Emblem Fates. Actively hilarious character with some great lines (outside of the super creep incest thing). Oh and the boobs on display.

Triss. Not to keep shitting on Triss or anything, but I hated her design (and her voice) in the Witcher sequels. They didn't seem to match the character, as written, at all and also seemed really weirdly different from her original conception in the first game.
