My all-time favorite arcade game is Nintendo's Popeye, but I would love to see a modern platform brawler of Popeye by the Cuphead guys.

I wouldn't mind a NEW Little Nemo game(in the spirit of Dream Master, which hailed from Capcom's glorious past), but by WayForward(basically a 2D platformer)

Or dare I say, go all out with an ARPG in the style of either Dark Cloud/2 or KH by either Level-5 or Square Enix.
Not cartoon but a Gurren Lagann game by Platinum is what my dreams are made of.
The Simpsons: Hit & Run 2 by Rockstar North
Or let Telltale have a crack at the franchise.
Just give me another competent Simpsons game, damn it. And pay Harry Shearer whatever he wants to contribute to it.
Does anime count? Or is it American/European cartoons only?
If the idea is cool bring it on.
This is an interesting topic. I think a Clangers game by Amanita Design would be excellent. Ghost in the Shell would be an excellent fit for Platinum Games. A Magic School bus game by Double Fine would probably be good times. Scooby Doo by Telltale Games.
I can't think of any devs that would do Cowboy Bebop or Ren & Stimpy justice.
Gravity Falls by Telltale.
<Steven Universe + HAL Laboratory>
You didn't read the OP did you
I'm sure its already been said but
Aeon Flux!!!
Would be a great game. I think there was supposed to be one or maybe one released for PS2. Not sure but id love to see an Aeon Flux game based on the cartoon released for current gen.
Courage the Cowardly Dog made by Frictional Games.

Oh, I can't believe I forgot this. Gravity Falls fighting game by Lab Zero Games.
Imagine: Dipper, Mabel, Stan, Soos, Wendy, Old Man McGucket, Pacifica, Gideon, Rumble McSkirmish, Giffany, Bill, etc. Mabel could have Grenda and Candy as assists, like Eliza in Skullgirls. Who wouldn't want this?
Totally Spies! game by Klei Entertainment (Mark of the Ninja devs).
OP said non Japanese cartoons. That's why those weren't mentioned.Wow, some obvious ones are missing:
Berserk by From Software.
Kill la Kill/Gurren Lagan by Platinum.
And less obvious:
Noise/Blame by Retro Studios.
Death Note by Telltale games.
