Not necessarily, but it certainly feels that way.

They didn't really need to show the Final Fantasy 7 logo in that Cloud reveal, to me it felt like a tease that FF7 is indeed coming to a Nintendo console in the future.

Smash seems like a melding of some of Japan's greatest IPs, and in terms of third parties, they've hit some of the most renowned as is.

Final Fantasy was always the outlier, because some of its most popular games never saw light on a Nintendo system. But I guess they went for the most popular character from the most popular game in the series.

It is now in the realm of possibility, I have to admit, but I expect Goku to never appear on Smash, only because he is not purely a videogame character, he originated from anime, and the Dragonball videogames are mostly mediocre (imho) and not historically important.
