Batman, Spiderman, Superman.

Nobody else is close unless they occur in teams (Avengers, X-Men, JLA, etc) since you can have crossovers where other characters' awesome villains occur.

I was with you until Superman. Superman rogues are almost as boring as him.

Darkseid? Braniac? General Zod? Mr. Mxyzptlk? Fucking LUTHOR? The ones aside from the big bad movie-tier supervillains are definitely dull, but those top-tier villains are some of the best in all of comics.

Darkseid was a joke until they tried to redeem him with FC, Zod was cool until they had every evil supermanlevel guy use the name, Mxy is hit or miss. Luthor I give you, except for mutant ginger Luthor. Oh and the recent bs with Brainax negates anything cool about him.

Elektra is an antihero at best and i'd say she was a villain. Just cos she wants to fuck Matt Murdock from time to time doesn't make her a good guy. She is more of a villain than saay Cat Woman and.... now it gets confusing...

Strongest doesn't equate to best. I'll admit Doom is cool, but Galactus is pretty boring as far as villains go.

Put me in the Spiderman crew. The Sinister Six, Venom, Kingpin (yes he's a Spiderman villain as well)... and that's just a few of his top tier. He's been around so long he also has a laundry list of stupid goofball villains that I guess sounded cool in the mind of their creators in the 60's and 70's. Villains like Rocket Racer, Stilt Man and Brain Worm (or Mind Leech... I can't remember his name).

But his top tier rogues are all pretty iconic and well-developed.

I just realized that Iron Man's rogue gallery is nearly nonexistent

As for who have the best RG

Batman (Joker, Two-Face, Scare Crow...)
Spider-Man (Doc Ock, Green Goblin/Norman Osborn, Venom...)
X-Men (Magneto, Apocalypse, Sentinels...)
 
I think as a whole Marvel has the best villains. DC certainly has the more powerful ones, and some of Marvels are really just knock-offs, but I still think they win.

Most of Batman's rogues are wierdos with some gimmick. None of them are a vat-housed brain in love with a talking ape.
