Once every six months if you do it from the SEN portal. If you call Sony, they can do it at any time as long as you can give proper justification. I personally recently went through system activation/deactivation problems in August.Once every 6 months. I verified it. Did it once in November, and got the option to nuke again.
I used the SEN site to deactivate the systems a couple of months ago, you can use it once every 6 months and the process is very quick.

I recently lost an OG PS3 80 GB, a PSP 2000 and a PSPGo through burglary. I went to SEN to deactivate the systems, but it seems you need to have the system to do this. Is there a way to remotely deactivate the systems or do I need to call Sony?
