Well, that is pretty much the full story. The game was supposed to be "action game A" using Shinji Mikami's DMC1 dream team graphics engine.
Then, Capcom noticed all the DMC1 hype it was getting, the development was going smooth and they had a clear-cut AAA game on their hands (of course review scores confirmed such, but Capcom knew before-so). At which point they changed this "action game A that's using the DMC1 engine" to Devil May Cry 2.
And this moment of change, Hideaki Itsuno and Tsuyoshi Tanaka came onboard. This was at around early 2002. DMC2 was finished at the end of 2002.
It was in preview/interview done with CVG or TVG or Eurogamer (some Euro website) where Tanaka mentioned this (but obviously, put the PR spin in it positively). A capcom JPN employee also confirmed the team switch mid-way, his name was Ben Judd, he posted a little at the DMC3 boards at gamefaqs. Obviously he was justifying DMC2's shittiness when brought up with questions like "is capcom gonna pull another DMC2 with part 3" etc. etc., personally, damage control justafied. You try making a sequal to the action game that started it all in 8 or so months, whereas Itsuno had 20+ months with DMC3, and it obviously shows.
This also goes to show how there was -ZERO- story references made to Dante and the 'theology' brought in DMC1 in DMC2, in fact, Lucia (the famle Dante stars with) was meant to be the main character. Again, explaining why she had a more robust move-list than Dante, as well as higher production value CG in her portion of the game (DMC2 had two discs btw, a Dante scenario and Lucia scenario). I think the only "DMC universe" reference they make is "ebony and ivory"
Also, this isn't conjecture, Tanaka flat out said the team switched part-way in development. But if you want to go on conjecture, I think the biggest thing to mention is that there is no way that you can go (as a creative designer) from DMC2 to DMC3.
That's like being a Uwe Boll and waking up the next day and turning into a Spielberg.
