That might be a possibility. I haven't seen the Direct myself, did Shibata specify that CoP will be released only on the eShop? If he did and didn't say the same for EO4 we can assume that it'll likely see a retail release at least.

I went back to October's Direct where Devil Survivor was shown. If you take a look at the very end of the video, you'll see the copyright notices. In the case of DS:O it says: "(c) Index Corporation 2012, Published by Ghostlight" (Likewise, it says "(c) Spike Sunsoft, Licensed and published by Rising Star Games" for Virtue's Last Reward).
In the copyright notices of today's Direct it simply states: "(c) Index Corporation 2013, Produced by Atlus"
So, either they changed the way the copyrights are listed or the publisher wants to remain unknown for now or Atlus is indeed publishing it themselves in Europe.

Probably just an eShop release then. I'm okay with that. Atlus recently did DD-only releases of Growlanser Wayfarer of Time and Gungnir on the EU PSN Store, and also did Persona 1 PSP in the past, so this isn't exactly something new to them in the broader sense, but it seems they're adopting the same policy for 3DS too: try to find a distributor, and if they can't, go ahead and do a digital only release themselves.

The ideal situation would have been a full fledged EU branch, but let's be realistic here.
