What makes an OP interesting is of course, highly subjective. Is it the music, the visuals, the editing, the animation, the imagery, the tone or a combination of all of the above? Time for some unnecessary categorization!
Cutting between scenes via match-on action or graphic
Heres some OPs that move cleverly between one frame and the next , often moving through or using a particular point of the frame as a transition. These also often have a match-on-action or match-on-graphic to keep the flow of the OP going.

Tone setting
Then theres some rather OPs that set the tone for their show. Clearly the stylish ones like Cowboy Bebop do that already, but there are others that arent quite as explosive. Frankly, most of the other OPs I enjoy from the 2000s fit into this overly-broad category.
Despite the flaws present in the rest of the show, the
Elfin Lied OP (largely because of the soundtrack but also the Gustav Klimt imagery) certainly creates a heavy, serious tone for the show (NSFW)

Talking of clever openings, the
Gundam 08th MS Team OP is pretty damn good.
It largely sets the tone of a gritty, realistic (for mecha) battle in the dirt and the sand. We see the main characters outside their Gundams, doing normal things. We see the Gundams as just another tool on the battlefield, juxtaposed with tanks and boats. Indeed, the show even makes fun of them. We see the patrol boat completely overtake the slow, clumsy Gundam as it tries to wade up river.
