If I understood correctly, he buffers the ultra with the jab, and does that when the opponent starts it's attack, the dp in the case. If the opponent does nothing, only the jab comes out, but if he does the dp, Balrog "enters" the proximity block range and the jab AND the ultra comes out
Yeah, I think that's correct, but only a jab would come out, not the ultra

Yeah I don't see it as a big deal. Kind of neat and another tool to mix in, but not a game changer.

I believe balrog's ultra is invincible the first dozen frames or so, so you get screwed if you jab.
If you have a fast command grab like gief i think that would work against this, but that really limits the options since most characters don't have that in this game.
Wouldn't a back dash still get hit by that Ultra?
The ultra won't come out, since the back dash doesn't let you on the proximity blocking state

In that case, could you not add cr. Roundhouse to the OS input?
Also, I don't see how jab on wakeup works - how's it going to beat Rog's meaty cr. lk?

the os is cr. jab + ultra, and he uses jab because it's the fastest attack Balrog has, using roundhouse would be hella unsafe

I think it would be trouble if balrog ever gets you in the corner though because you would be in a lose lose situation for most characters. If you backdash he probably can sweep you on recover since startup on cr.HK is 8 and backdashes are 20 something for most characters. If he notcies nothing coming out, he'll just hit the sweep to do the situation all over again.
Does normal throw trigger it (I would think it wouldn't trigger the blocking state)? The meaty jab would beat the throw I assume, since it's not instant. Someone can correct me though.

yeah i saw it, looks like a nice setup. it's only useful in certain situations obviously, like throw to tap, since you need to be both point blank and also still have charge. and i dunno if it'd really be worth doing against ryu dp all the time, ex dp probably wins and regular dp probably falls out pretty quickly (which presumably is why he so quickly restarts the setup after the first ryu dp example). and it loses to throws, and to non-reversal uppercuts.
so yeah it's good. but i don't think this, and proxios in general, are game breaking in terms of balance. they're tough to do, require lots of knowledge, and take excellent timing and spacing to make effective.
and the meaty ones pretty much just make wakeups a worse idea than they are. that's totally fine with me! that was the whole reason i started working on sf4 style option selects in 2009, that i felt there were too many escapes on wakeup in sf4. option selects have helped us cut that back, and this cuts it back further. cool with me!
as far as use in footsies, it can be baited, requires good spacing and timing like good footsies already do anyway, and again requires lots of knowledge and technical ability.
so i'm mostly cool with it. the only problem is that it makes people who want to play at a very high level learn a lot more tech. sure that sucks, but within high level play i think it's fine.
with how much time and eyeballs and knowledge sharing and body of knowledge from previous games and players we have today, imo to be honest any game we take seriously for 5 years will have its programming torn apart and abused. sf4 is just the first example of that.

No, people are pissed because Horror made that emote, then a guy who made a joke about it in an arbitrary stream chat was IP banned. Then a couple notable speedrunners who protested this banning were also IP banned. I'm not sure if it's harassment since they're not actively seeking out Horror and making jokes to his face (although in a way, everything said or written on Twitch is to his face, kinda).
This sort of reminds me of when the EMPJared emote was removed from Twitch. I asked Jared about that once in a stream chat and he claimed to have no knowledge that the emote ever existed.
He's not using jab, he's using short. He says the recovery frames align perfectly with the OS.
