I'm seeing some ugly seams in first shot's floor there, but it's been a million years since I played the original and I didn't touch the remasters on console so I don't know if they were always there (or if it's just me).
Just a quick test, but it seems 4K with everything up on max is quite doable with gtx970.

Its literally irrelevant to the entire experience outside of some people's visual ticks.
For those games that require quick controller response and fast motions, i agree with you. But it is literally just a check box for a game like this.
unless you literally can't stand to experience anything at lower framerates in which case i wonder how some people watch literally any other medium outside of video games.

please read this, so you realize why it's dumb to compare gaming to any other medium.
In any interactive experience, a higher refresh rate will provide a more pleasant experience. It's all about responsiveness.

Responsiveness is not an issue for this game unless you care that much about perfectly timed lightning dodges. I'm not sure what the actual pushback is coming from here

60fps produces a smoother picture than 30fps. 144fps is even better. You don't care. That's okay. I like smooth motion when playing a game. Battle animations and running around looks better in higher framerates. It's not about quick reactions. It's simply more pleasant to look at and hardware is not an issue in my case. That's relevant to my experience. Is the game unplayable? No. But it's inferior to an unlocked framerate. That's a fact (because with an unlocked framerate you can lock it yourself, locked fps doesn't give you any options) and I hope someone can unlock it.

That's why games were sometimes 'slow' in PAL regions, because everything was running at 25 Hz

I've got the higher res multipliers unlocked in the NVidia Control Panel, they show up in both the launcher for FFX/X-2 and in-game, but when I switch to them I get that actual resolution, not downsampled to desktop res. I'm obviously missing a step here but for the life of me can't figure it out.

Disable high DPI scaling and see if that fixes it.So this won't fullscreen on my laptop. Suggestions? Playing on a surface book, want to do 1920x1080 (doesn't even support many resolutions higher), and it's just taking up a small portion of my screen. :/

Has anyone tried this with a Steam Controller. The "no gamepad button for the main menu" is extremely obnoxious, but could easily be solved with the Steam Controller.
