I don't really understand your second question.

I have my laptop connect to internet by cable, I managed to use my laptops WiFi so share internet connection with my iPod, I tried with the PS3 but dont work.

btw no router and college dont allow routers

I don't believe that's possible, but then again I've never tried a configuration like that, so give it a shot.

no, it detects another router that is nearby but with password, its weird. I tried the wired connection and its ok.

You don't need college's permission. You just need a ethernet hub/switch that splits the connection.
