If they had made crap games that didn't sell well, sure, closing Evolution would've been the logical thing. But they've made good games that sold alright (Motorstorm) to poorly (Driveclub), while Forza Horizon was popular back then as well. It looks good at specific angles on specific tracks. Outside of that, photomode and 360p gifs.
On the whole, the game didn't age well, but I'm not sure why we're supposed to pretend a 12 year old multiple gen old game looks good compared to modern games.

Just found some Digital Foundry screenshots showcasing how Photo-Mode alters the image. It essentially supersamples the image to pre-rendered levels (in real-time however, takes around 3-5 seconds).

As I suspected just about the only difference photo-mode makes is to the image quality - which a PC will surely clean up in no time, as GPU rendering (*once the bugs are ironed out) is usually trivial compared to the CPU side for emulators.
