YES. If you play the "other mode" or campaign, you will earn XP towards whichever character you are playing as. So you can go level up in either mode.
So the R&C games are some of my favorite of all time... and Insomniac of that era was god tier, even better than Naughty Dog imo.
But they lost me with the Resistance games.
And this idk... idk... I'll try it of course but I'm not feeling any of it from the video walkthrough (which was exceedingly boring btw). Still like the Insomniac people but haven't been feeling their games since the incredible R&C.
Why they changed the art still astounds me, especially after Borderlands 2 sold 1.7m.

He's not bored, and he's not unexcited about the game. He's really excited, invested and engaged with it. This is just more of an NPR style video for him.
To be fair though, borderlands had an established fanbase from the first game. Now if you gave the sales numbers of the first game, might have a bit more substance to the post. As the first Borderlands was a gamble with its art style at the time.

But then I paid like $15 for Quest for Booty and that game was like less than an hour long... when that ended I was like "Wait... what!?" I honestly felt ripped off by that shit and I spend money on games without regret.
Then I got All 4 One.... yeah, no. No no no no no no. Glad that was free.
And since then I really don't know what they're doing with Ratchet and don't really care.
But that doesn't take anything away from the original trilogy and Tools of Destruction. Like I said, god tier. But nothing else from the studio, imo, has even come close since ToD. Quest for Booty would have been great -- it had the charm -- until it ended after ten mins. They should have named that one Ratchet's Racket.

Yeah, the game simply does not have a look that screams the word fun. It just lacks character and a stand out vibe. I don't think the Fuse substance will be enough of a hook with the approach they took and the game will just get lost in the shuffle. At any rate, we shall see.

Bullshit. Thankfully, this lets me know discussion with you is pointless, as you're either trolling or lying for the purpose of reaction / justification.
I liked the visuals. I liked the weapon combos. I liked the colour grading (maybe it's not colour grading, maybe the assets just emphasize certain colours) and effects, especially during the overload effect. And I like the ability to jump between characters, which will make playing alone or in 2P co-op much more interesting. This was a great video in my opinion, and really gave me a good sense about the game.
One question--Ted goes to great lengths to explain how working together is beneficial, but it didn't look like that. MagShield kills got 200XP per enemy for a solo kill--in co-op, the people shooting through the MagShield got 75XP or so, and the guy with the MagShield got 50XP. Actually, the MagShield's burst type attack seemed OP in general. Metroidvania pointed this out a few replies ago.
I remain ambivalent about the characters and the plot as suggested in the video was uninteresting. I can see a few directions it could go--whether Ex-Assassin's Father is a good guy or a bad guy in the end, different factions within the government keeping secrets from each other, the tension between Space Marine Leader and Asian Former Mentor... Meh.

Borderlands 1 had lifetime sales of over 6 million copies.
This is despite having only one week of TV advertising.
If we want to just compare NPD debuts though:

By the time FUSE/Overstrike really got going, we already knew Borderlands was a major success. We also knew that games like Team Fortress 2 were very successful.
It wasn't even that long after Overstrike's debut trailer that Resistance 3 had trouble standing out in a crowd, so we knew the result of that as well.
I could easily see someone thinking Borderlands 1 was a gamble with its art style, but Insomniac had the benefit of having seen the entire thing play out already.
Wow. It's like Insomniac wants this game to fail in every possible way.
I don't think it's fair to say "we already know [insert game] was successful, so this could have been, too, were it similar". That's a gross simplification. Some games sell well on word of mouth, some don't. Some sell well undeservedly because of marketing and advertising (Homefront) and some who are great but have little marketing, don't (Resistance 3).
There is no "if it's like this, it'll be more successful" formula. Sometimes, you just strike gold and things work out for you. Other times, things just don't pan out. It's not as simple as you argue it to possibly be.

It really didn't help the guy who was narrating sounded beyond bored and made it difficult to watch (even though he wasn't he just sounds like he was)

I'm arguing against the notion that "unique style that stands out" is more risky than "more realistic style".
No where in my post do I say that they're guaranteed success with a different art style.
