OP is probably right about the X-Com shooter even if the RTS does well.
Judging by the way he worded that answer to the question, it still sounds like (if Ricochet 2 is HL3) the game isn't even confirmed for release or not. It just sounds like technology being made which could eventually become HL3 or could even be converted for use in a different project like another left for dead or another IP even.
It still doesn't sound like HL3 is set in stone and has a projected development cycle. But that's just my opinion with the facts I see presented in front of me.

I don't know why so many people think Agent is vapourware. I think it will be their next game after GTA V, possibly be shifted to next gen depending on when the next consoles arrive.
There are probably loads of presumably vapourware titles which can't be anounced till after the next gen consoles are revealed.
