As far as we know the 15 minute movie is still a thing, but Valve hasn't really said anything about it since Gabe Newell announced it.

A couple of months ago Valve accidently released some files related to the 15 minute short with a Source film maker update, we found out from that the story is going to be about

Scout getting a date with Miss Pauling. Also it seems like it has some kind of monster in it.

I have no idea if Gary would work on it though, it's very possible the Valve writers were the ones who wrote it.

I doubt the 15 minute short will come too soon, I doubt they'll just release it on it's own, it will probably be with a major update and I imagine the next major update is going to be Christmas.

Yeah it's at this site.
Basically the names of all the lines they are using was briefly included in a SFM update. It doesn't have exactly what the characters are going to say in the line but a brief description of the line.
