Regarding the first point: yeah, it's illegal for muslims. Non-muslims can get a special permit for alcohol.

Of course, as in many muslim nations with strict alcohol laws, plenty of muslims do choose to drink (which is of course entirely their right as far as I'm concerned), but they'd have to buy it illegally or get a non-muslim to buy it for them. Being caught drinking or drunk is still a lot of trouble.

Cops are indeed corrupt. Didn't stay in Pakistan myself but in many surrounding countries for work. My girlfriend did live in Pakistan for a couple of years (she comes from an expat family). Can't count the amount of money I spend bribing cops, which really is the only way to get around sometimes. It sucks but sometimes there's nothing you can do to pass a certain toll road or get out of a ticket or something (and that money was going straight in their pockets).

If he called them and they turned up for nothing (for example if the guy had gone away or told the story about how he was almost run over, or if they found out he'd be drinking) he could be in a lot of trouble.

OP the best advice for any possible physical altercation is deescalation and/or avoidance. Which is what you seem to have been doing, so as long as he's just yelling I'd say ignore him. If he tries to harm you or your family put the paws on him.
