No, it most certainly does not. I have those shots right here (do you want me to host them for you?). There are minor improvements, but by and large, it looks the same (which isn't necessarily a bad thing).It looks significantly different/better than the old EGM shots.

Campaign has none of the "clarity" requirements the MP arenas have because they are about immersion, not making a level combat arena. We'll be seeing fog, darkness, rubble etc. Also, longer grass and denser foliage, which we've seen in the wireframes Bungie has posted.
