The main problem with this thread is simply the fact that many developers began developing for consoles first and adding PC ports as an afterthought.
A true apples-to-apples comparison is very difficult to make for this reason, and the thread is just largely pointless because of it.
Now, if you ask whether or not equivalent-cost PCs could run console launch games at the same (not higher, which most PC users do) settings, yes, PCs could always do that. I mean, try playing Oblivion with the same screen resolution and the same settings as the 360 version.
Personally, I find it utterly impossible to play anything on PC at 1280x720 after getting used to the clarity of 1920x1080. Plus, y'know, it's a bad idea to begin with when your monitor's native resolution is 1080p....
