If I understand correctly he has claw naturally that are made of bone and he always had them like claws on a feral animal. The Adamantium seemed to line them to make them the claws we know today.

Wolvie's healing factor is as strong as the writer will allow him, but it doesn't overheal him like Wades. So technically Wades healing factor is stronger, the downside being how he turned out looking.
