No. The OP's pic suggests there's no sealant material around the broken window but the other one looks to be firmly secured.

The broken one is merely for having the convienence of being able to look out the window.

I don't think that's normal.

It's not "normal" but he's fine. Even if all the layers of the windows popped out he wouldn't undergo explosive decompression or anything. It would still be dangerous and he would definitely need to move away from the window but not dead.
