While yes, you are correct people can only believe what is put in front of them. The studio presents this as their product, what do you think people will assume from this? That this is the product that they want to sell.
If Universal were smarter (and given the creative choices made in the trailer it's doubtful) they would have released a trailer with less unfinished/unpolished VFX shots or with shots that were worked on for the trailer and thus would have been further down the work flow.

I remember some horribly unfinished, like blatantly, in the Episode 1 trailer, but I don't remember anyone bitching about the CGI. They were just glad they were getting another Star Wars. Kind of like how some of us are just happy they're doing another Jurassic Park.
