I agree. It's very likely to be a new character and like others here have said, he seems to be a Maori from New Zealand (partly because I refuse to believe they'd introduce stages that don't fit any character). Let's stop matching his face with veterans in other words and start speculating more about his design, fighting style and name.
My two cents: I also think he might be a semi-grappler (ala Abel) / charge move character with tackles etc. (to cover Rugby). He might be bulky but more like Hakan, Balrog and E.Honda in size than Hugo or T. Hawk. Zangief will remain the largest I feel, if he indeed does return (if he doesn't, that honor might go to Alex).
Could anyone more familiar with Maori culture come up with some cool suggestions for names? Especially one that "goes well" with the rumored set of Rachid, Zen and Laura (if that makes any sense).

I find it frustrating that people are not reading a few older posts in this thread that explain the reasoning why the face teased is not an old character and is highly likely to be a Maori fighter from New Zealand. In fact, I think it's nailed on this is the case as there is a gif in this thread where you can clearly see the new character doing the face gesticulation that is associated with the Haka (he sticks out his tongue, which marries with the wild, wide-eyed expression associated with the native warrior tradition).
This all marries with the native black dreadlocks, face paint, and the fact that the new stage is New Zealand (and possibly shoulder-pads, which is more debtable) I mean, watch:

This ain't E.Honda, Akuma, a more humanoid Blanka or any other highly improbable predictions. Like I said earlier, this guy is a new native New Zealand warrior. This means he is going to likely be big and strong, and possibly inspired somewhat by the sport of rugby in his design. At least in terms of moves.
It's also logical to expect this fighter to be inspired partly by some big and strong All Black rugby players of note, Jonah Lomu being the most famous or someone more recent like Ma'a Nonu in the gif above or Sonny Bill Williams.
