I think police tasers are actually much weaker than civilian tasers as well. We had a cop come in and taser some students for fun in a Criminal Justice course in college and it didn't seem that painful. It seemed to make people feel weak rather than put them in pain.

Charlotte police tazered a guy last week and it killed him. It's their second tazer death in a year or so. The city has stopped using them pending a review.
