Technically both men were wrong, one for blatant racism, the other for assault.
The second guy could have my sympathy for the first punch though, but not the second one. There's a difference between a strong physical reaction in a specific situation (I can't say I wouldn't do it myself), and continued agression towards a guy who was not only down on the floor but in a dangerous position.
