Yes. All communities are available from Wii U, 3DS and PC (although you can't draw from PC)

Yep you definitely can from what I've seen. Don't have a Wii U though so I'm not sure how to access 3DS communities from there.

You can calibrate the stylus in the settings menu somewhere.
