There's an ability that you unlock which can cut off the phones so squealers can't do anything.How often does the witness mechanic come into play? Having people run off to a phone every 5 minutes would get right on my nerves.

The question that remains to be seen is how the open world allows for gameplay interaction. It's apparent that there are a wealth of explorable interiors to discover, along with a number of rackets to take over. It seems to blend the city takeover mechanics seamlessly with the open world , making it feel like you continually have a reason to explore and try to reclaim a district.
The problem is whether or not this will be repetitive. I also can understand a semi-open world that serves as a backdrop like Empire Bay did in Mafia 2 - it allowed for a good sense of time and place to usher the narrative along, without getting caught up in smaller activities. But it almost seemed like 2K Czech really wanted to build an open world with smaller, more mundane open world activities (tail/kill this NPC, blow up a certain amount of vehicles, steal this car, etc.) as evident from Joe's Adventures and Jimmy's Vendetta. This really messed with my idea of how Empire Bay was presented, it didn't make much sense to me but I logged in a ton of hours - racing against the clock to finish missions, and scoring action points to be graded much to my chagrin. It also highlighted that even the most boring main mission quests that the developers created - like selling cartons of smoke, or picking up boxes at the dock- had narrative justification. A smattering of typical open world activities strung along without narrative just didn't appeal as much to me.
I keep likening it to Assassin's Creed Syndicate, where bigger assassination missions are unlocked by taking over pieces of the city. I enjoyed it there, and I'd much rather have a densely packed, smaller open world in New Bordeaux than a sprawling environment with a few activities littered in between.

Playing through Mafia 1 right now. So far gameplay is meh (on PS2, also you cant see shit at nighttime) but it has nice voice acting and story. Will probably watch a lets play on mafia 2 before mafia 3.
