You have to use the Xbox app for Xbox streams. It's called the Live Event player IIRC.

I opened the app and it tells me there is no live event at this time

Yup, and they seem to be optimizing the UI for each individual platform it's being released on (360, One, and PC).

Because they are already fostering a community pre-launch? That's pretty common. She also acts as the main PR rep making sure devs talking about the game don't say things they're not supposed to.

This was probly previous announced but new to me; Your avatars face is now a scanned image from the Kinect. Avatars are less cartoony and look fairly close to how you look.

Yea the beta is in October. You can build on the PC (Windows 8 only) version then upload and play on the 360/Xbox One or however you want to do that.
