Batman and Godzilla were both sufficiently edited out of the later two versions of the game. The Terminator/Hulk thing is still in the last version of the ROM and could be problematic. This wouldn't be a problem if SEGA had kept the source code, but they didn't.

They definitely don't, but they're hardly alone among Japanese developers in losing/ not keeping the source code for games from that era.
