They called those plays specifically to try and get him into a rhythm and to release the ball quicker (I assume) and he just refused. It was really, really strange.

According to the NFL, Cecil violated Rule 12, Section 3, Article 1 (b) of the Playing Rules, which prohibits use of abusive, threatening or insulting gestures toward officials.
Cecils obscene gesture was caught on camera by CBS.
