They didn't nullify the play. If they did, it would have been 1st and goal from the 1.

They should not be able to do that, the ball had been snapped again. They can't go back a play and change it and then nullify that 4th and 1, even though it should have been 1st and 1. Then they go ahead and make it 1st and 11 (a holding call on a play that was completely nullfied makes not sense either, btw).
