"Simple Tethering for Nintendo 3DS"
http://www.nintendo.co.jp/corporate/release/2014/140514_2.html
Basically you download the Kantan Tethering app to your smart device which lets you create an access point for your 3DS to connect to, which in turn lets you play wifi enabled games on the go.
The app will be released on 5/15 on Google Play, but will only be compatible with the models listed on the website, with support for other models at some point in the future currently planned as well.
Nintendo will also be running a promotional campaign where people who use the service and answer a survey regarding it between the first 10 days of July through till the end of September will be eligible for a Virtual Console game of their choice from four to be announced titles.
EDIT: Oops, beaten.
