I am not a big weapons history buff, but is it normal to have so many failed launches at the start of a rocket/missle program?

I think so but they probably have more because they don't have the resources that the US did and they're working in isolation. It's just that most country's weapons tests aren't being monitored like this. The Soviets couldn't watch the US's first tests in real time from space and drones.

The issue is NK is fucking crazy

Mostly crazy but still slightly rational. NK kmows what the result of a shooting war with the US will be and will not do anything unless the US attacks first. Maybe that's not particularly comforting, but still.

And NK wants nuclear weapons for leverage, not to start a nuclear war.
