There was an old earthquake movie, I think it was called "10.5", and they were able to save California by detonating a series of underground nukes to settle the faults. It was weird.
Illegal in what sense? They're not signatory nor ratifiers of the various nuclear testing treaties ie. Comprehensive Test Ban Treaty etc. They withdrew themselves from the IAEA and the Nuclear NPT etc. So not much can be done that hasn't been done before. At best they'll get sanctions again, but unless China is willing to do something, and the US/South Korea stop sending aid (humanitarian, food aid), nothing will change.
