It does matter what level he was at, because he delibrately moved his head down to block the ball and then suddenly decided to defend his face with his hands. He wouldn't have moved his head down there if he didn't know that was wear the ball was going, so he knew it was going there when he put his hands up. If the ball got hit at him so hard and fast that he could do nothing else but move his hands or let it hit his face, it's still a handball and he should just let it hit his face, but at least I'd know he only had those choices. Boateng though, if he didn't want it to hit his face, should have stood up straight. He had a third choice, let it his his chest, but he chose to raise his hands.
As for not being delibrate, of course it is. Why else would he have both his hands in front of his face? Your hand is at the side or any other natural footballing position and the ball hits it, fine, it might well be accidental. No one plays with their hands in front of their face though.
What's the worst that happens if the ball hits your face anyway, ignoring the fact that Boateng didn't have to get hit in the face in the first place? Normally nothing happens, maybe a nosebleed, at worst a broken nose which hundreds of footballers go through. I mean, Cameron Diaz has had a broken nose a few times, hasn't even bothered to get it fixed. I'm sure a big tough footballer can take it if she can.
