Alongside this it's worth noting that you've always been able to play multiple instances of a single player game simultaneously by starting steam in offline mode and then logging in elsewhere.It's out of order because you're expecting functionality that Steamplay doesn't and hasn't offered... ever. From the beginning the philosophy of the system was not "multiple copies of the same game", it was "one copy of the game on whatever system you want". You can run your copy of TF2 on a PC and a Mac, but not simultaneously, you can't just log in to multiple machines at the same time and download and play.
When Portal 2 releases and you're limited to your one copy, I really hope you don't stroll into the Portal 2 OT and repeat these same sorts of complaints. Valve has made the limits of the Steamplay system well known for a very long time. Expect local coop and cross-platform coop with users on unique Steam accounts, but don't get your hopes up about doing cross-platform coop with only one copy of the game for yourself and your partner.

Portal isn't exactly a shooter, so it might not be dominant on 360.

On a serious note, it'll be interesting to see the split between the two console platforms, considering the PS3 release of the Orange Box was underwhelming (late to shelves and had many technical issues), yet this time around Portal 2 is being done in-house, will release alongside the X360 version (and PC retail version) and has full Steamworks integration resulting in many benefits (cross-platform multiplayer, a Steam Play version of the game, etc.)
I've read this as well, however the latest article states that that is Steam Cloud syncing with savefiles.
