As far as achieving a fantasy land goes, Kameo is easily one of the better efforts. The various vistas in the game all look quite brilliant, not because they're technically fantastic but because they're well-composed too. Take the lake in the Enchanted Kingdom, for instance. The various animals the scurry and float around, the rainbow suspended above the water, the seashells...in fact just typing it out reminds me how well Kameo created its world. A lot of it also had to do with both the fantastic music as well as the environmental sounds. It's just such an ethereal atmosphere.
Like I said, quite a few of the NPCs (and Kameo) don't look flash but there's a lot to like as far as art goes. Plus even some of the characters look pretty good, such as those around the Enchanted Kingdom or the hilarious creatures in Snowtop, and the actual warriors are both superbly designed and animated. They have a ton of character.
