Any refund policy sounds great to me, 15 mins is more than enough time for me to find out I just bought a terrible app. I'm hoping Apple does something similar in the future.There is not a "Lite" version for every single app, or is there? There wasn't when I had iOS devices.
Anyway, every single paid app has a return policy (Uninstall and Refund) on Android. However, while it used to be cool (24 hours, or 48, I can't remember), it's now 15 minutes. I've taken advantage of it once or twice but 15 minutes is pretty sucky.

They aren't unprotected...I don't see why you think this would make the piracy issue larger. If someone really wants a copied apk (that they probably can't do anything with) I'm sure they could just Google it.
