School police officer uses pepper spray because students were slow getting to class

There stationed in certain areas subways, Penn Station, etc as emergency response. They aren't walking around on a normal beat carrying these weapons.

In Penn Station you have Repose Teams with MP5s and some teams with M4/M16 usually. National Guard has M9s and usually every couple of Guardsmen has an M16 (I don't think it's M4, but I'd have to look at the stock again).

In terms of rifle in trunks thats different, but they're not walking on regular non-counter terrorism or emergency patrol routes with them.

Someone picking his nose with his black helmet and rifle at the 42nd street subway is about as close as most people will get to anything resembling a "beat cop" in NYC.
 
I think it's a little funny and a little sad to think that the cop used pepper spray in an effort to get the kids to go to class and COMPLETELY failed. I mean if they were either sent home or hospitalized, then your objective of "get the kids into their classrooms" sounds like it was an utter failure.

Oh, and poor judgment like this warrants dismissal, IMO.

Define beat cop. If you mean only people using their feet, then no, they don't. However, a lot of jurisdictions do put AR-15s in the cruiser. As Manos notes, they often serve the same purpose that the shotgun used to... they wanted something that had more range and was likely to penetrate the type of body armor that was a little bit more easily obtained/created by Joe Citizen (Type IIA).

Right and as I mentioned before rifles where issued in various jurisdictions. It's worth mentioning that many are semi-auto only. The Colt LE models (which are the same as non-LE except for a Rollmark) are semi only and used by a lot of Departments. Truthfully it makes sense as depending on where fire is coming from a handgun and a shotgun just won't cut it.
 
It's absolutely tragic what little resources are police have when it comes to fighting crime. Our first priority should be to keep them safe.

BDU's are much more comfy all around, but most people don't think of them as militarized gear, and just look at them as cargo-pants lol. But here's an example of how sensitive people in society became. A few years back the state had to remove the AR/Shotgun racks in their cruisers because people were intimidated too much by them. Thus they came up with a special carrier that was out of site, but unfortunately in a wreck one weapon released and seriously hurt a trooper, but hey, that image you know. Might just keep them in the trunk, that way if you need it you can tell the shooter to hang on while you get it from the back. Image.

Also, certain sights were forbidden from ARs. EOTechs, Aimpoints, etc, were not allowed because they intimidated too much. I guess pointing an AR itself isn't too intimidating though? Luckily, both were reversed.

They won't ever get rid of the hat though, as that's their biggest intimidation tool they found out in a survey lol.
