There stationed in certain areas subways, Penn Station, etc as emergency response. They aren't walking around on a normal beat carrying these weapons.
In Penn Station you have Repose Teams with MP5s and some teams with M4/M16 usually. National Guard has M9s and usually every couple of Guardsmen has an M16 (I don't think it's M4, but I'd have to look at the stock again).
In terms of rifle in trunks thats different, but they're not walking on regular non-counter terrorism or emergency patrol routes with them.

there is no such title as "beat cop." The cop one is likely to encounter in a public space in NYC is just as likely to be carrying an automatic weapon as not.
